The Transformation of Charlemagne’s Public Library and City Hall

Commissioned by the City of Charlemagne in 2025 to renovate and expand its city hall and public library, Chevalier Morales is advancing the realization of a project that seeks to transform the existing building into a more accessible and versatile public space, closely connected to the everyday life of the community.

Rather than approaching the city hall and library as two separate entities, the project brings them together within a single architectural intervention. The transformation of the existing building becomes an opportunity to create a civic hub where municipal services, culture, learning, and shared spaces can coexist and support one another.

The intervention includes an approximately 250 m² expansion that will accommodate new spaces and uses, including a multipurpose room, a Media Lab, a forecourt, and additional administrative areas. A new entrance and elevator will also improve connections between the building’s three levels and enhance overall accessibility.

The project builds on the qualities of the existing structure to extend its potential. The reorganization of spaces and circulation aims to make the building more legible and fluid while providing the flexibility needed to accommodate the evolving needs of the municipality and its users.

As construction progresses, the transformation reveals an approach to public architecture that goes beyond a simple functional upgrade. By bringing municipal, cultural, and community functions together under one roof, the project seeks to strengthen the building’s role as an anchor for collective life and reinforce an accessible and welcoming civic heart for Charlemagne.
